Site 413, alias object Golitsyno-2, alias Krasnoznamensk town... One even may say that this military reservation in the neighborhood of Moscow City, rather cozy and comfortably situated at the 41st kilometer of Minsk highway near Neznamovka plain rivulet has been set up with respect to the first orbital bodies and all other following objectives regarding outer space exploration.
That's the Main Center of Space Vehicles Testing and Control named after Gherman Titov.
Most people associate Main Center of Space Vehicles Testing and Control with Kaliningrad Spaceflight Control Center near Moscow which is rather often televised. At the same time Kaliningrad (named after Korolyov at the present-day) Spaceflight Control Center deals but with piloted aircraft. At that the major scope of work regarding orbiting bodies falls on Krasnoznamensk. From here communications are conducted with all our orbital systems – military, scientific, economic, piloted, and unpiloted along with separate command-and-measurement complexes. Here also is located Control Center of Global Positioning System as well as the Universe Navigation Atlas approved by all states enjoying developed space industry.
In response to a command from Earth space vehicle can perform a wide range of "exercises": it's possible to place craft into orbit, to set stand-by mode, to make dives, etc. What is more, if space vehicle, say, had ill luck upon launching and entered the orbit upside-down, the error would be corrected, in other words (of the technical language) "it would be taught to fly".
Main Testing Center represents rather complex and bulky facilities some of them rather unique in essence.
Let's for example take a center called "a part of the exact time". In the documentation it's also called "Automated System Control Center". Within the country time standard system it occupies place of no little significance. Judge for yourself:
National time standard is kept in Mendeleyev, its copy in Irkutsk and the military time standard here, i.e. in Krasnoznamensk. At that this military establishments is servicing thousands of control points and receiving stations within the country and abroad, e.g. in USA.
Krasnoznamensk's nascence and foredoom are inseparable from the remarkable events of the space age. So it's no wonder that local garrison deployed here since the Great Patriotic War, first providing army rear service, later providing military training in "summer camps" of long-range AF HQ direction finder base, nowadays has turned into real Scientific Center.
The project of space vehicles tracking and control complex run by Ministry of Defense had been developed in the MD Scientific-Research Institute. The command and measurement complex at first was made up of 12 command and tracking stations scattered all over the Soviet Union territory. At first front-end support was also rendered by other governmental agencies which lent a helping hand with their staff, radio aids, astronomic and computing equipment.
Thus and so the history of command and measurement complex is closely bound with the history of national cosmonautics. This rather unusual military unit holds its anniversary celebration on October 4. The fact that about a year before Jury Gagarin's first space flight there had been scheduled special "Action plan for the preparation of command and measurement complex work with the 'B' object" speaks for itself.
Since March 2002 the Main Center of Space Vehicles Testing and Control bears name of Gherman Titov. Ten years after his spaceflight the Cosmonaut-2 upon graduation from the General Staff college came to Krasnoznamensk holding an appointment to the post of depchief of the Main Center of Military Spacecraft Tactical Control. At that time the youngest spaceman in the world was a colonel.
At that particular time he developed
International Star Catalog with data resulting from the lasting work of seven satellite telescopes, thus laying the foundation for Universe Navigation Atlas. To begin with he succeeded thanks to well-run scientific research activities. The cataloging had been performed with very high coordinates measurement accuracy, the speaking proof to this effect is that the solar distance in it had been measured up to centimeters.
Here talented youth enjoys the opportunity to show a proper spirit and find proper instructors. Center's staff as of today includes 7 specialists with doctor's degree and 19 Candidates of Science. The garrison has its own Dissertation Board wherethrough each year pass 5-6 candidate for an academic degree. Mentioned Board enjoys certain renown in the scientific world, that's why it's also servicing some other Russian and foreign organizations.
